Is your Over-Age Dependant Child Still Eligible for Coverage under the PSHCP?

September usually brings the excitement of back-to-school events but this year, the return to classes is quite different as Canadians continue to adapt to the new reality of strict physical distancing. As a result of limitations imposed by COVID-19, your over-age dependant may be registered in an educational program that is not being offered this fall.

In order to be eligible for coverage under the PSHCP, your dependant child must be:

  • under 21 years of age,
  • under 25 years of age and attending an accredited school, college or university on a full-time basis, or
  • over 20 or 24 years of age who was a dependant child as defined above when they became incapable of engaging in self-sustaining employment by reason of mental or physical impairment, and is primarily dependent upon the member for support and maintenance.

If your dependant child does not meet these criteria, he or she is no longer eligible for coverage under the PSHCP. Consequently, you must update your PSHCP Positive Enrolment information. To do so, you can submit a Positive Enrolment Change Form to Sun Life by mail, to the address indicated on the form. If you are registered on Sun Life’s Plan Member Services Website at, you can quickly update your Positive Enrolment information online. Your dependant’s coverage will end on the termination date you entered on your Positive Enrolment form.

If you are changing your PSHCP coverage from Family to Single as you may no longer have eligible dependants as a result of this amendment, you will need to submit this modification to Compensation using the online PSHCP Employee Application Form or to your Pension Office using the PSHCP Pensioner Application Form, as this may have an impact on your contribution rates. Certain waiting periods may apply before your change in coverage takes effect. An application to amend coverage must be received by the designated officer within 60 days of an event requiring a change.

Should your dependant once again become a full-time student before reaching the age of 25, and thereby become eligible for coverage under the PSHCP, you will need to update your Positive Enrolment information to reflect this new situation.
